Definitions:

The Centers for Disease Control and Prevention (CDC) HIV/AIDS Funding: CDC funding includes HIV Prevention Cooperative Agreements, HIV/AIDS Surveillance Cooperative Agreements, Community-Based/Capacity Building Assistance Providers, Division of Adolescent and School Health (DASH), Expanded HIV Testing in African American Communities Initiative, and miscellaneous grants.
Housing Opportunities for Persons with AIDS (HOPWA): HOPWA provides housing assistance and related support services for low-income persons with HIV/AIDS and their families.
Substance Abuse and Mental Health Services Administration (SAMHSA): SAMHSA funding includes funding for the Center for Mental Health Services (CMHS), the Center for Substance Abuse Prevention (CSAP), and the Center for Substance Abuse Treatment (CSAT).
Office of Minority Health (OMH): OMH funding includes funding for the HIV/AIDS Health Promotion and Education Cooperative Agreements, the Technical Assistance and Capacity Development Demonstration Grant Program, Bilingual/Bicultural Demonstration Program, Community Partnerships to Improve Minority Health, and the Minority Community Health Partnership HIV/AIDS Program.
Ryan White Program: "Title XXVI of the PHS Act as amended by the Ryan White HIV/AIDS Treatment Modernization Act of 2006" or "Ryan White Program" was first enacted in 1990 and provides funding to cities, states, and other public or private nonprofit entities to develop, organize, coordinate, and operate systems for the delivery of health care and support services to medically underserved individuals and families affected by HIV disease.  The Ryan White Program was reauthorized for the third time in December 2006.
Federal Fiscal Year: Unless otherwise noted, years proceeded by "FY" on statehealthfacts.org refer to the Federal Fiscal Year, which runs from October 1 through September 30.  For example, FY 2009 refers to the period from October 1, 2008 through September 30, 2009.
