Texas: San Antonio Officials Announce New Plan for Redistribution of Unspent Ryan White Funds

San Antonio health officials on Tuesday announced a plan that would enable local AIDS care agencies to recover more than $460,000 in unspent federal AIDS funding, the San Antonio Express-News reports. Program officials last month reported that $463,108 of $3.4 million in Ryan White Title I funds allocated in 2002 remained unspent. Although the funds are still available to local agencies, they must get approval from the federal Health Resources and Services Administration for reallocation. County commissioners gave tentative approval to a new plan, which would require service providers to produce quarterly invoices and report actual expenditures instead of program estimates. The plan also calls for improvements in the contracting process between the county and service providers, according to Pete Gonzales of the Bexar County Department of Housing and Human Services. Gonzales and his staff are seeking the authority to reallocate grants of up to $25,000 within certain service categories. In addition, the staff is seeking two-year contracts with provisions for rolling over unused funds into subsequent years (Bower, San Antonio Express-News, 8/13).
